Finally adding high-visibility vests

Main Idea: Follow through on the accepted suggestion and implement yellow, green or orange high-visibility vests for Traffic Officers.

Full description of the idea: A few years ago, a suggestion was made asking for officers to be granted high-visibility vests for their own safety on the highway, as their uniform blends in too well with the grey and black asphalt of the road and doesn't do them any favours when dealing with traffic. It was accepted, yet nothing was ever developed (apart from early RTU uniforms, which had a yellow armband). I'd like to revive this accepted suggestion for development.
  • Amend the current officer models to include the high-vis vest as a bodygroup, and create a seperate high-vis vest model without a user for the inventory wheel.
  • Have an equippable high-vis vest that is auto-given to every RTU officer upon going on-duty.
Why should it be added?: It was already accepted but never actually put into action. Now is a time where citizens of Paralake can take to the courts and testify against an officer, and a high-visibility jacket can help to show if an accident was avoidable and point to negligence or carelessness. It also prevents situations being disrupted by Joe Nothrell and his Audi R8 speeding at 134 MPH, by making officers slightly easier to see on the roads.

Pros:
+ Less traffic accidents due to 'I couldn't see the officer'
+ Encourages RTU to engage with traffic-related duties
+ Provides immersion and allows for legal cases involving accidents (e.g. 'You hit me but I was wearing a high-vis vest, so it's negligence)
+ Pleases many players who have been waiting for this.


Cons:
- Makes officers easier to see in shootouts? (Not really, as they can be removed in raids but whatever @Slayerduck)

Other additions: Perhaps adding these to medics and such also?

back when RTU officers had high vis stripes in V3, that should be implimented on there uniforms now.

not being personal, I was also on phone so wasn't going to type the entire thing out. what I'm trying to say is that I agree that we should take it further than just strips. the agree rating also helps you infer this

We may do this in the future, we have a whole bunch of stuff in the pipeline in terms of models - This isn't too high of a priority, I will speak to @StephenPuffs and ask if he's willing to make a decent reflective jacket texture. There's many limitations to how good we can make this however due to Source being pretty bad at reflections!
