I wouldn't say that "defending" makes anyone good at combat. When I'm defending I don't care if I'm 1v5 as I know that there is a 50/50 chance that I win or lose it. However, raiding as a 1 man party vs 5 players is extremely hard in comparison. 1 defender is often worth 2-3 raiders, depending...

Considering everyone is too scared to raid Legacy when they are in base I must say Legacy. I haven't had to defend against a proper raid in probably over a month now.
