Instead of an overall buff, how about allowing more than 2 upgrades (though they'd be ridiculously expensive). Good money sink, allows all vehicles to be fast... for a price.

The whole point of it taking you longer to get to places is so the map feels bigger, while remaining the same size... The car speeds are perfectly fine. This would just resort into an insane amount of crashes as people already barely know how to control their car and think they need to be doing...
