Is this a new law or a change to a current law:
New law
What law do you wish to change/add:

5.X: Gambling
Gambling may only be done out of view from the general public. Gambling establishments may not knowingly accept stolen or leased money. Gambling establishments may only operate cash in hand, and may not attempt to gain funding that was not originally wagered, only money that is in direct possession of either the customer or establishment may be gambled. Gambling establishments must give back any money received if the customer decides to back out of the bet before placing it.

Misdemeanor: Liable to $5000 fine, Eviction from the
premises and asset forfeiture.

Why should this change/addition be made:

Currently there is no laws regarding gambling meaning anyone anywhere could open a casino, even doing so inside city hall if need be.

What is the aim of this change/addition:
Currently gambling in bazaar is a method of making huge amounts of cash from players who obviously have no inhibitions or self control with no risk of being mugged off of any funds. This law will essentially force gambling behind closed doors and keep it cash in hand, and add real risk of being robbed.

Damn bro thats crazy, sounds like a them problem KEKW . I do not believe that we should have the PLPD regulating casinos because of how difficult it would be to prove that any wrongdoing occurred without witnessing it

I really don't understand why would gambling be made illegal and the pros that you added don't really justify the addition of this law. The addition of it will just kill the gambling scene and the bazaar area with it, since the risk for the house will be too big for them to bother hosting a casino.
I would say that instead of a law some kind of a system should be added regarding gambling that takes a certain % of the bet as tax, like in the Runescape wager arena. Not only will it take some of the money out of the economy, but it won't make the person hosting the casino filthy rich in a matter of seconds and will also bring funds to the city.

That place.
I see what @BigBenji is unto and actually I totally agree with him. It seems more reasonable and realistic for the government to step in the casino business and set some regulations like taxes, permits etc. However, there is the "Them Problem" factor as @Aquaa stated but I think that reinforces the idea of governmental intervention. I've seen people getting scammed for 250k (They hand their money to the casino owner and the owner just runs away with it). I also think that by adding a law gambling would be more of an interesting aspect of the game as people could Roleplay having underground gambling operations and things of sorts.

Even with this people can still easily avoid the tax and taking into consideration this is perp, everyone's gonna just avoid that bullshit like they do with gun sales.

"This is Alpha 1 i have just seen a gambling table inside the premises get ready for eviction shootout!"
"Inside" would be fine. The suggestion is to move gambling places from the front of a bazaar shop to the back.
