Why should this player be punished?: The player in question just pulled a gun on me for no reason without any reason, I just walked over from my shop at business and just had a gun pulled on me and shot without me posing any threat to his life, this was done in a very public area without any reason nor justification meaning that this user broke rule 2.5 and 3.4 as it was in a public area. (May I just add ignore the conversation with my partner in the background of the evidence we was talking about her sister and father christmas!)
