And in this screenie, you can see in the chat that he's taunting him with his "HAHAHA" quote. Not only that, but Robert is clearly demoted in it aswell.

MrFlow, I demoted you for not patroling. Notice how many times I had to tell you to patrol.

I did not RDM nor did I hit robert for no reason, I hit him because he did not get out of the PD. He was tresspassing.
I demoted Robert Three times for 1-Insult 2-Insulting other police officers 3-Not following instructions when I told him to patrol.

Duhmy, you still have to follow the traffic laws at all times, even in an emergency. The difference between an emergency and patroling is simple: In an emergency, you put the sirens and lights on to notify the traffic that you're in an emergency; you still have to follow traffic laws, however, you can speed and cross red lights. But you mustn't be reckless just because it's an emergency, that's how you cause even more accidents.

As for the police station lobby, it's open for public. Anyone can be in the police station lobby. However, beyond that point requires the escort of an officer.

I understand that but MrFlow was in the PD playing with Robert and Freddy. I ordered them to go patrol but they refused, I demoted Robert and MrFlow for not patrolling but then the other two cops reassigned.
