Description of the Bug: "Property Tariffs" taking significantly more than 0.2%
How to reproduce the Bug: A mayor enabling the "Property Tariffs" policy will take significantly more than 0.2%. Currently, it seems to be taking 4.72%.
At the time of noticing this, Tinky owned both Projex 2 & The Office so he should have been paying a tariff of $42.35. Instead, he was paying $1,000.
