Mr Zan's Suggestions #1: Dispatcher location change?

Dispatcher location change?

Short explanation (in notes):
Changing the Dispatcher area from somewhere out of the map to a visible area inside the Police Department.

Detailed description (why should it become added/...):
My idea is to change the area of which the dispatcher's work to an area where they are visible and can be approached by Officers without the need of a radio. A suitable area would be the following (when kitted properly eg no unfinished tables):

The reason for this is that I feel it is a bit 'unrealistic' to have people talking to you from an unknown location over the radio. Having the Dispatcher's inside the Police Department inside the Police Department as they would be in real life would be better and more efficient, in a sense.


Optional additions:
-Perhaps make the computer accessible (eg by pressing E on it) for it to then open with the Dispatcher menu.
-Assigned tables? There are not many Dispatchers nor are there many tables. Perhaps each Dispatcher could be assigned to a specific desk in which they can customize their desk/the things on it.
-A special uniform for Dispatchers, perhaps one that looks similar to this:

I am unaware of why this was not implemented, some enlightening would be great.
