Hey there i have a dell optiplex 790 mt with a

I3 2120
4GB drr3 ram
1TB hard drive 120GB ssd
a evga 500w psu
gt 710 1gb

i can get roughly £200 ish to upgrade what should i upgrade
and please dont comment get 1000 and buy a new pc cuz i cant do that lol

yeah but my wifi aint gunna be stable enough for it is it though ? also i'd rather not pay 30 pound a month forever or how ever much it is

If you're not willing to spend the money on better hardware then don't bother asking people for upgrade recommendations

At the moment GPU's are virtually none not existent for a ok price, id suggest getting some better ram and a old i3-8th gen and then getting a GPU when the price are somewhat affordable again

run a speed test and compare it to their speeds.
or better yet buy a 10 pound ethernet cable

@Auris PERP doesn’t require CSS anymore so this is genuinely the best option for the time being until GPU prices go down and saving your money towards a decent PC

As Garry's Mod uses the Source Engine, it is also heavily reliant on CPU power.

If you're going to spend so little, you're better off looking for CPUs of the same family generation to prevent a motherboard change. I would look around eBay for old Sandy Bridge CPUs on the LGA1155 socket. Something like this might work but I'm not too familiar with older CPU generations so I cannot guarantee compatibility.
