Honestly, I know little about this, so a summary would be great.

A summary by the best, most trusted news outlet in the world, Wired.co.uk says "the European Union Directive on Copyright in the Digital Single Market, to use its full name, requires the likes of YouTube, Facebook and Twitter to take more responsibility for copyrighted material being shared illegally on their platforms". This doesn't sound like a bad idea?

What about Article 11/13 that has people so concerned?

What this means is that Youtube, Facebook and so on will be directly liable for their USERS actions. If I upload a copyrighted picture on this forum, the owners (Xq, Fredy and Stephen) would be liable and have to pay the copyright fine.

This will force platforms to make Copyright Filters for ALL UPLOADS worldwide, to ensure that they follow the EU's standards. Such a copyright fillter cannot tell the difference in illegal and fair use. It will censor EVERYTHING that just LOOKS like copyrighted material, without human intervention.
