Suggestion Title: Tooter revamp
Suggestion Description: Tooter currently is made redundant by the /advert system where everybody will see your message for $200 vs the tooter app which will most likely get ignored and stay inactive like it seemingly always is. For this exact reason I suggest a revamp.
1. When a toot is tooted, the phone will make a sound effect indicating this. To stop this from being annoying, a option in settings will be provided to allow notifications to happen when a toot is made or only when you are mentioned. By default all toots should notify a user due to the fact that tooter is literally dead so it shouldn't get annoying and if it does there is already a fix. This will increase activity and bring more roleplay interaction to the city!
2. Tooter GUI lacks 2 features to help roleplay:
- Image embedding and video embedding
- Uploading your own profile picture and getting it approved would be nice
3. Make it so when a player clicks on an image which is embedded the image will scale up for it to be easier to see then if clicked off the image will go back to the original location.
4. Put the time of how recently a toot was tooted next to the @ of the user instead of just the time the toot was tooted.
5. Government owned tooter accounts that also notify any employee or elected official relevant to the profile like a PLPD account or a "City of Paralake" that notifies the mayor at the time.
6. When a toot is made the toot will be displayed in chat as (Toot) <Insert the toot>. This will be probably the most effective part of the whole suggestion in eliminating or minimizing the incorrect usage of the /advert system as if it is tooter and makes tooter more of an incentive for people as it is a free way of doing the same thing.
*Obviously with this staff may punish those who abuse it to spam chat and maybe a cooldown on doing too many toots in a short time can be put in place as a safety measure.*

Why should this be added?:
- More interaction and roleplay
- Reviving Tooter and making it not redundant or abandoned and active
- Stops people from using /advert for the purpose of what tooter was made for.
- Can basically be the In-character shoutbox for people in the server.
What negatives could this have?:
- Tooter can get toxic just like real life.
