1. If you raid someone and you lose , cop cuffs you = losing money and losing your gun = you will afterwards get a ticket for 9.5 or 9.2 meaning you lose at least 15k + 5years

2. Neither the cops or mayor get money if you pay the ticket

3. 70% of the cops go on duty to participate in shootouts and have fun but they don't need to pay anything

Can anyone tell me the idea or the point of the tickets
