No community interest

This is a pretty niche situation... Though, I will say that the 3.4 list isn't exhaustive. If you are doing something likely to risk your life and without precautions, you are probably breaking 3.4. This kind of thing will be handled on a case by case basis.

We will look into changing/clarifying this in the future. Our consensus is now that if a player agrees to go to a muggable zone with another player, they shouldn't be too surprised when they are mugged. Rule change to follow.
