i did but the admin told me to make this thing, which i have never done before, i usually just do f6 ingame or refund request

Server stutters aren't fixable unless gmod becomes more stable, however what should happen during a server stutter is that everything is frozen until it stops, preventing cars from being tiered as shown in the clip.
