Only issue I can see you mention giving someone's phone number etc for delivery however how will the PPS know where to deliver too if there isn't an address?

Only time I see this being affective and not invalidating roadcrew is a situation similar to when like a car is on the edge of a cliff in the forest etc because realistically a road crew worker wouldn't operate on the side of a cliff it would be the fire department.
