I heavily disagree Hostage situations are difficult. One of warns and my only ban are from hostage situations in which I messed up! I didn't mean to, but I still did because they're complicated and difficult to handle. A 3.4 warn is already enough.

Even worse: Someone sees a fire spawn really early

I agree with this More scripted scenarios for firefighters would make the job feel a lot less useless. Especially for EXP farming the main thing you do is try and do CPR and pray that EMS isn't on, while it should be fighting fires. From my experience, fires take an eternity to spawn.
