    As i said to the other person, after we tried everything but a fresh OS install, theres not much else to be done if steam ect has been reinstalled, its a steam issue, but what the cause is, no one knows. Could open a steam support ticket?

    Likely, you require the Level 3 Strength, and Level 4 Intelligence to craft the weapon components, then the above skills to craft the actual gun from the components, which would make sense for it showing the above.
