As for the validity of the ban, You killed an officer without a valid reason to do so. As you said yourself, your friend simply hit a vehicle with his van which is nowhere near a 7+ year sentence for your friend. Being oblivious to the rule is not an excuse not to follow it and as such, the ban...

There's no charge stacking here, meaning that the highest charge crime is the most you can get.

Hitting a car with his van is vandalism, Causing Harassment, Alarm and Distress or Reckless Driving at most. Non of this crimes allow you to kill officers over under rule 3.4:
