Hey man, I had similar issues with swapping components. When reinstalling, did you to a complete format of the drives you were installing on, keeping your activation key on a usb? Drivers are pesky, they can sometimes stick around and cause havoc!

Unfortunately this just seems like a merger between officers using uncover vehicles and TFU. I don't think this would be able to gain the footing to have an additional command team, policies, and reverting to older TFU that could effectively patrol and investigate with heavy gear.
