Looking at this clip it does show an officer running out directly infront of you, which you could've clearly seen.

Perhaps make it so when the player removes focus from the phone by pressing Z again, the phone actually lowers itself and will only be half visible.

@AnanasDragen did you actually make sure it was clear before attempting to pick it up? Also, if you have a clip of you POV it could help show what you saw.
