Why should this player be punished?: I was moving some stuff around after an org member blew up from meth, I only had my fists out, and he ran behind me started shooting me at the same time as him also giving me verbal commands. Basically got shot for no reason

In the clip, it's clear that you dropped your shotgun. Since the shotgun remains visible on your back, it indicates that you are visibly armed.
Because of this, raiders are allowed to engage and kill you without needing to initiate any interaction.

As stated above you were carrying visible weaponry and under 2.5, raiders can kill people without prior interactions if that person has visible weaponry. No rules were broken.
