Why should this player be punished?: firstly the guy wasnt complying while being hostage, forcing us to move him to the back, then he sneaked into the bathroom, and unhandcuffed himself then going into his storage to take out his gun (while the police came) and tried to shoot the three of us (around 54200 tick, sorry i got a bad pc so i had trouble recording it, if you can check the demo file)

You let him break out of his zip ties, did not warn him to stop at all, let him walk off without telling him to come back and then complain when he breaks out and shoots you, defending his own property.
No rules were broken here.
