Suggestion Title: Bazaar Shops being held hostage
Suggestion Description: We are seeing time and time again, Bazaar shops with no stock, owners AFK, or people selling overpriced goods while attempting to sell the store to others for an insane price. Thereby keeping within the rule of having something for sale, although they know no one will purchase them.

With the reduction in numbers of stores, something should be put in place to prevent the above practices and keep the Bazaar fair and open to active members who are actively selling produce. I am aware that an F6 can be put in to force a sale, however on many occasions staff are unavailable, so they remain empty for hours on ends.
A fix could be the implementation of a notification every hour or two, which requires the user to confirm the active use of the store, otherwise it force sales. Aswell as the implementation of potential property bans, which stop the user from purchasing a store for 1/2 days if they aren't selling anything.
Why should this be added?:
- Operates even when admins/mods are not online
- Keeps the stores active and ensures that there is always something available
- Keeps the Economy afloat, rather than the market stalling because no one can sell anything due to empty owned stores
- Prevents people buying stores with the intention of selling them for a profit.
- More likely to have stores available for those planning on selling
What negatives could this have?:
- People with actual stock wont be able to AFK over night. (Maybe this is a good thing?)
- If someone misses the UI, maybe store autosells? I'm sure if it was large, in the middle of screen for like 10min, this wouldn't be the case.
What problem would this suggestion solve?: People having stores with no stock for prolonged periods of time. People preventing those who want stores from being able to have them for normal price.
