Suggestion Title: Ability for officers to earn Surplus Officer certification
Suggestion Description: Give ability for regular officers to earn Surplus Officer certification, for example officer gets Officer of the Month award, he gets this certification, could be for other awards... not like it is now where only for Senior Management Team gets it

Why should this be added?:
- It would be nice thing and wouldnt be a big change, I am also interested in other people opinions on this!

What negatives could this have?:
-Abuse

What problem would this suggestion solve?: Making certification more available to regular officers

Im sorry but I dont think you understand how broken that would be, I would fuckin hate for there to be a bank robbery with max cops on and for someone like @Headline get on cop just to get domed in the head instently making shit thats already hard, damn near impossable, in fact let me make another point, Raid at regals yesterday i think with @Ezza and @MJ. there was about 7 TFU for 1 regals raid, Im no superman MJ pays on -1 FPS and ezzas alright at the game, It would be completely broken and honestly un nessasery

PD limit exists to balance the gameplay. Surplus officer is just for those who might need to go on duty despite that limit for development/leadership purposes.
