I have spoken with @Master Oogway in-game and I have received their demo for the incident.

@Master Oogway runs into an active raid with shots that on-going with attempts of defending the property, despite seeing a bunch of officers running into the property, announcing & PD vehicles. Despite the officers being dead by the time @Master Oogway had shot you, they still remained within the vicinity of an on-going shootout.

@Master Oogway will receive a 3 day ban for violating rule 3.4;

3.4 - User remained in the vicinity of an active shootout that was occurring, specifically a raid that was happening on their base, they acknowledged officers running up towards the raid, and the vehicles inside of the parking lot, they also ran inside of the stairwell when on-going shots were happening, seeing an officer.
