Description of the Bug: plpd bug

How to reproduce the Bug: my friend recently has played over 1 day 18 hours and tried to apply to patrol officer but was told he needs 12 hours playtime he already has a day and 18 hours this must be a bug plz fix his steam is phantomghostknight

He needs to go to the front desk, click on "I want to pursue a career in the police department" then select an option that says something like "Synchronise my paperwork". Then he will be able to apply

Believe so. I hop on sometimes and the NPC asks me to either apply or sync paperwork when I know I've been playing for months.
