Why should this player be punished?: If a LEO is taken hostage and the hostage takers turn hostile, are they allowed to kill the LEO for no reason?

It depends on a few things, were they disarmed or could they still attack the hostage takers if they didn't pay attention for a little bit.

If they had been disarmed with zip-ties they should not be killed as they are not a threat to their life, thus killing them does not benefit them at all

What was described by medium was exactly my scenario. I was zip tied,
User attempted to kill me for what would be no benefit. It would both risk his life in and also bring no benefit to him thereby showing that it would also be excessive.

I am writing to provide context regarding the recent incident involving Officer Schneider.

I had only recently been released from custody when Schneider attempted to re-arrest me based on old DNA evidence. At that time, my organization instructed me to head to storage in preparation for an anticipated PD raid. Upon my arrival, the group was already arming themselves and preparing for the operation.
In the spur of the moment, we decided we’d use Officer Schneider as a hostage to facilitate the raid. An additional officer arrived on scene and was to be taken as a second hostage; however, that officer was killed after breaking gunpoint, which erupted gunfire.

At this point, we believed we had a strong tactical advantage: there were only two backup units enroute, compared to our five members. Once shots had been fired at law enforcement, we felt the hostage's value diminished significantly (as officers would then be authorized to use lethal force), rendering Schneider absolutely useless to the cause at this point. One of our team members was equipped with a Molotov cocktail, which we intended to use to destroy any remaining DNA evidence by fire.
Unfortunately, our group was eliminated. Due to a visual glitch, Schneider escaped unharmed and without any losses on his side.

In light of these events, I believe the current report may have been filed out of personal resentment, stemming from Schneider's prior removal from J&J Co a few months ago, alongside the subsequent robbery he experienced.

I am happy to discuss this further or provide any additional details if needed.

An Officer had broken rule 3.4, causing the shootout. This means the demands of the hostage situation were not followed and killing you was valid.

Said Officer will be handled in a different Action Request.
