Description of the Bug: 10-6 in gov chat appears as "change channel"

How to reproduce the Bug: Type 10-6 in the gov chat. It should be Busy, but instead appears as Change Channel

I had a screenshot of the Dispatch handbook from ages ago where it listed 10-6 as busy. It's been changed since however.
