Why should this player be punished?: Seemingly trying to bait me into pursuing them whilst they are in a stolen car, drove up behind me, seemingly confused I wasn't doing anything, sounds like they go "Hello?" as I'm prioritising a raid and they follow behind me, even ramming into me at the turn. Risking their freedom.

As 3.4 describes, an unreasonable risk includes not being careful to avoid police attention. Whether this was Alek or not is of no importance; in this current life, it was a police officer. It does not matter if you're friends or not; a police officer must execute his duties as described in law:
"4.2 Duties of a Law Enforcement Officer."

You failed to avoid police attention by driving your stolen vehicle right behind the officer instead of fleeing; this caused unnecessary attention to yourself.

@Hasse will be issued a warning for 3.4
3.4 - The user was driving a stolen vehicle and failed to avoid police attention as he was following the officer instead of fleeing in a different direction.
