Description of the Bug: Government employees don't have access to the new back entrance/Office doors of City Hall

How to reproduce the Bug: Police, Fire Fighters and Medics have no key access to the new back entrance/Office doors for the City Hall. All other doors work fine and can be un/locked. (why has no one reported this yet)

I haven't tested this with Secret Service and Mayor yet but I think it should not be an issue for those?
