The user does not have a forum account linked but does have a Discord, I will contact them through there and they will be given 48 hours to respond.

I have managed to contact the user over Discord, and after reviewing their demo, I have come to a conclusion.

Shortly before this incident occurred, the users raided Comms Outpost, effectively committing 11.11 as described in the Paralake penal code. As they were leaving Comms Outpost, a officer spotted them and would have been able to call them out. Given these circumstances, I find it reasonable for them to assume during this incident that they were warranted for a crime of 7 or more years; while reviewing the user's POV in the demo, it does look like you were there specifically for them.
