Why should this player be punished?: He rushed us with gun out at travelers motel since he meta gamed and knew the only thing a player would do there is sell drugs. He also prop pushed his car to get it unstuck. We were driving towards the motel and when we got there (still in the car) the officer drove straight to us. When we got out, we took one step and the officer was already running at us with his gun out screaming to put our hands up. after the whole thing went down he brought me in his car and used a cone to push his car.

At about 1:23 you can see two parties leave the vehicle with firearms in hand.

Per the Law of Paralake, Section 7, this is a violation of 7.3, 7.5, and 7.6

7.3 Possession of Offensive Weapons

Any person who is in possession of any offensive weapon in a public area without a reasonable excuse commits an offence. Offensive weapons include, but are not necessarily limited to the following, firearms, baseball bats, knives, machetes, or improvised/adapted items with the intent to harm or cause damage.

Misdemeanor - liable to 2 years maximum imprisonment, $2,500 maximum fine and asset forfeiture.

7.5 Brandishing an Offensive Weapon

It is an offence to brandish, aim, or point an offensive weapon whilst visible from a public area. Any person carrying an offensive weapon on private property and in a controlled manner does not commit an offence under this law.

Felony - liable to 3 years maximum imprisonment, $4,000 maximum fine and asset forfeiture.

7.6 Transport of Offensive Weapons

A person does not act unlawfully under articles 7.3, 7.4 or 7.5 if they are transporting an offensive weapon in a way that is direct and immediate between places of secure storage, such as a vehicle trunk or storage chest.
This alone is grounds enough to arrest *everyone* but instead I was being lenient and merely going to handcuff, search each party to make sure nothing else was going on, take the firearms, give a fine, and let y'all go on with your day. The problem is that when I finally got around too you, you fled and attempted to have one of your buddies break you out. That is fleeing and attempted break out, but I was just going to go with the original plan of merely doing what I had already done to your two friends: Detain, search, seize the firearm, issue a fine, turn you loose. When I attempted to do the search part, you refused. Okay. Now I needed to take you to the PLPD Jails where I can do a search w/o consent.

That is why I took you there, and upon searching you at PLPD Jails, it turned out that you had ~250 cocaine. So now we are 8.3/8.4 on top of the previous charges.

In total, the amount of laws you have broken:
7.3/7.5/7.6 - All in relation to the firearms
6.5/6.9 - Failure to Follow Orders from an LEO and Fleeing
8.3/8.4 - x250 Cocaine

I do not suspect any metagaming happening here. As the officer drove up, you and your friends exited the vehicle and took out firearms. As @Joey Skylynx stated above, this is a violation of the penal code.

However, I find it unrealistic that a police cone would be able to move a vehicle. @Joey Skylynx, why did you push the vehicle instead of calling for prisoner transport or Road Crew?

If I were to fluff this up, I'm using the cone as an improvised traction board as I have been taught by RTOs who use them in conjuction with ramming their vehicles into totaled cars to move them to the shoulder of roads.

But realistically, I just did not feel like risking a tow truck driver getting stuck, and I feel like dragging that situation out another 10 to 15 minutes would be kinda bullshit. It's easier to just fix the problem when the vehicle is clearly trapped in a bad displacement on the map.
