The user had not joined the server up until a few minutes ago. I will review the demo tomorrow and reach out to the player if I find anything noteworthy.

The user crashed the car while fleeing from the police. Since they had a valid reason to drive erratically, I will not be punishing them for 3.15. However, when the user started the pursuit (he was caught by a police car, he did not do so on purpose), he managed to lose the car that was after them for a few seconds. Instead of taking this opportunity to flee, they pulled over by an officer who was performing a traffic stop, getting their attention and, right next to him, that of the people whose car he had stolen too. By doing this, it seems like they allowed the car that initiated the pursuit to catch up, which led up to this whole situation.

Before I close this, I will review the demo of one of the witnesses to see what the user said over the microphone at that point (if anything), as I have failed to reach out to them through steam so far. I will hopefully be able to close this, punish the user, and grant you the refund request if everything fits within the next 24 hours.
