Description of the Bug: You can click chat messages when your chat box is not open

How to reproduce the Bug: Open your inventory, phone, or any menu that enables your cursor. Then click around the chatbox. It lets you click chat messages when the chatbox isn't open. This is frustrating because sometimes when I try to click things in my inventory, it clicks a chat message instead.

For staff specifically, we sometimes use the tab menu to do things, and the bane of our existence is the bottom left side of our scoreboards. We get around it by scrolling down to move the target player up but this is impossible when they're all the way down at the actual bottom. It's been this way for quite some time now.
