No, it's just a "Scharfes S", literally just 2 S' put together.

No, it's just short so you don't need to write the two s'. So for example; white/knows = weiss, weiß.

In welsh we have Ch and Ll. Ch sounds like you're cleaning out your throat with your mouth open and Ll sounds like a cat hissing.
