Would people want this to be its own perm, or a extension of the props perm

Generally in the US we have a officer using there cruiser or hand signals to direct traffic, also sometimes flares, never seen that before I wouldn't mind coding the SWEP but someone needs to model it

I'm confused, how would you use this from a moving car? If this is meant to be used on the ground, why not use the barricades? You could make the argument that this could be used on a car that may be inadvertently fleeing but at that point it may just be better to drive right behind them as if...
