Add to this that if TFU is interrupted it goes off. 20 second time to remove maybe? Just so if tfu is seen removing a car bomb someone can shoot tfu to make it go off. Maybe abit more nuances than this but realistically if you are defusing a bomb, you either do it or you don't start.

Yeah. Honestly the EMS and FF should just be able to ask the desk npc for supplies vs the PD npc. They can't patrol and return to station after so it makes sense for them to restock there vs PD. Plus... PD is usually a disaster.
