Just making sure, you are on the 64x version of gmod, correct? And did you put the command into the launch parameters? If you did both of those things and it still isn't working, I'd say to just upgrade your RAM. If upgrading your RAM is not an option, try closing EVERYTHING in the background...

You may have to be patient and wait it out, this happens to me all the time, and it loads eventually. When you get the pop-up that it isn't responding, wait and don't click anything.
