A csgo problem

Sending items through the courier.
I don't think this would turn out great. Example If someone sends a package to another random player without that person knowing of the package And that person is just driving around He could be wasting the couriers time without knowing it -

Lowering speeds going past police scenes.
Shouldn't it be better instead of lowering your speed by 10-20mph lower your speed to a certain amount? Like if you are on the highway some people drive 130 and by lowering the speed by 20 they still would go pretty fast and dangerous. -
