Pretty much what Juan said, the mechanic mostly nerfs crims and although I can appreciate the realistic aspect of this, moving slower because you're mid reload is very odd. Better solution would probably be slowing down the reload time whilst running instead.

After going over this with the player, it's pretty clear that 3.4 was broken. The user should've complied with gunpoint as soon as shots stopped flying by and the officer pulled up alongside his window. As such, the user will recieve a warning for 3.4.

Absolutely not. The validity of the ban is more than clear in the situation described, even by your own wording. If you disagree with the staff members decision on not issuing you a refund you should make a staff complaint instead. Saying "I'm gonna shoot Megasaw irl" is absolutely not a joke...
