Definitely +1, Great idea Would be the same as Emergency Services Broadcast, I can’t see any negatives for it but can see the positives. If it gets abused, that user could just be punished.

Seems like a cool idea for org XP, As long as their is cooldowns and reprecussions for people that have spray painted org affiliated stuff like Liam mentioned then I think it'll be good, Ultimately the spray doesn't have to be huge and take up an entire building, it could just be a small spray.
