Beanbag is a great tool. But in perp it would have it's limits

I think light gear can get a slight reducing in the boost, but less then a normal PO. Heavy should get none, if not even a slight speed nerf under civs.

This could be an solutiuon as well. Heavy TFU should mainly be focusing on CQB operatins or shootouts and running after someone with no armour on should be disadvantaged not advantaged.
