The rules don’t forbid exploding canisters. There is good use for exploding canisters. Raiding, Exploding Cars, Exploding Players, Removing Bodies, Enjoying watching an explosion for cheap, pissing off PD, Giving firefighters more to do, and probably more I can’t think of right now.
