It wouldnt work because a court system requires some sort of long term consequence. Characters would have to become permanent (possibility of being character killed, losing progress, having past history of punishments) , jail sentences would have to become longer than 10 minutes.. it doesnt fit...

When I played Arma roleplay, the Police had certain objectives around the Map to maintain in order to get paycheque boosts. Perhaps the Mayor could have a similar system? Make it so the Mayor has specific goals, things they must maintain that rotate on a timer similar to how the firefighter job...
