Yes, you were outside a boarded up base, with a gun on your back (We can assume that you could have drugs in there as it is boarded up). You were in the confines of the property as you were in the driveway which falls under the property boundaries. I am allowed to start a raid by shooting people...

Ohhh, just swap RC for taxis or courier and you still have staff dealing with confusing reports, they have to report all crime but they themselves can commit them.

This is pretty funny so ill upvote it but staff will probably be dealing with alot of vague, borderline rule breaks such as "RC growing drugs, but he has to report a crime. Should he be blacklisted?"
