The low tickrate causes issues with vehicles, prop physics, and this is mostly seen with cars insta killing you for walking into them. This isn't a server issue as low tick rates need to be set in order for the server to not have many problems.

The only thing I would 100% support is letting PD be able to lock the interior door to the back, the office room or the upstairs overlooking the lobby, otherwise it makes too unfair.

Lockpicks also work on the door, the problem is that 90% of the time, PD gets alerted before the shutters close, either swiftly ending the bank raid or extending it a mere few seconds until everyone dies. As long as no PD enter through shutters, the bank raid usually lasts longer than 10...

The only way I can see this not abused is by staff accepting the base as an RP base and creating a ping in logs that a person with DNA/Recently Killed someone/IS warranted is inside the base, however this would cause more issues than positives. I am aware @Scoot did them from time to time, me...

This shouldn't be the case. A rule would be made against using RP bases in an illegal way, inclusive, possession of weaponry/drugs, hiding from players attempting to enact revenge or using the base to hide from cops when warranted.
