Not involved directly with this specific incident but I arrested the same person the other day after reports of constantly hitting people with bottles, which he admitted to. I'm not sure if I have a clip or not but I csn check tomorrow.

To add as well, 99% of the time when I see taxis, its a new player going on to either VDM or drive like an arsehole, so I feel like this would result in abuse, unless it's restricted like Creepis said.
