Melee weapons have definitely been nerfed over the years, katanas used to be absoloutely lethal, but this may just replace crowbars alltogether given it would be far safer to just hit the door and scoot away occasionally. Buffs may be required, but I'm not sure this is the way to go.

Increasing meth resource scarcity alongside price would introduce variety into the drug system instead of everyone one defaulting to the mathematically most profitable production method. Maybe making some kind of procurement mission where you have to pick up a package and take it somewhere but...
