Might be worth a try to see if it changes you FPS at all. I take it you've tried the r_3dsky etc in console

I use to play in windowed mode as I tab out a lot, turns out this kills your FPS by about 15-30 FPS, try playing in fullscreen if you don't already. Gmod's also a bit more CPU reliant so if you have a bad CPU then it could cause a bit of performance issues
