Most of those top orgs didn’t get their XP from drug dealing though, they farmed it through car break-ins(illegal activity) constant combat. That’s been the meta for a long time. If that's what orgs wanna do they should be able to. Yeah you can keep your gun out, but you can still be mugged VIA being rammed or disarmed with a Bat, it's not 0 risk for selling drugs. Organizations are lacking in numerous ways because there's so many "what ifs" that everyone is scared of...
